The new J.D. Phillips Water Reclamation Facility is a major addition to our wastewater treatment system. Planned to handle increasing wastewater flows in the Monument Creek Basin, the facility is located on 30.8 acres near Pikeview Reservoir, at Garden of the Gods Road and Mark Dabling Boulevard. The plant is fully enclosed and features state-of-the-art odor control.

Initially, the plant will have the capacity to treat 20 million gallons of wastewater per day, with a 30 million gallon per day treatment capacity at full build out. Phase one construction began in August 2003 and the facility opened in July 2007. 

Project need
Recommended in the 2000 Wastewater Infrastructure Strategic Plan, the J.D. Phillips Water Reclamation Facility is needed to meet expanding Environmental Protection Agency (EPA) regulations and increasing population on the city’s north/northeast side. 

Additionally, the facility will reduce demand on our current wastewater collection system and the lone wastewater treatment plant on Las Vegas Street. The Las Vegas Street plant was at 80 percent capacity in 2001, and several wastewater interceptors were expected to reach or exceed capacity within three years.

Project origins
Before selecting the J.D. Phillips Water Reclamation Facility, we reviewed 14 alternatives, including potential regional partnerships, with involvement from customers and community stakeholders.

The facility was chosen over other alternatives because it:

  • Saves more than $30 million
  • Increases the use of reclaimed water
  • Provides a second source of nonpotable water
  • Allows for partnering opportunities with City Parks and Recreation, Trails and Open Space Program; and the Division of Wildlife
  • Meets projected growth patterns and demand

What we heard
The public process for the J.D. Phillips Water Reclamation Facility included more than 50 meetings and focus groups. Through this process, stakeholders requested:

  • A flexible and responsive construction schedule
  • Odor control
  • Aesthetic building designs
  • Cost effectiveness
  • Minimal impacts to the watershed
  • Regional partnering
  • Minimal impacts on property values
  • Use of reclaimed water
  • Additional trails and recreational development
